Recent progress on decentralization
On April 16, the Executive Branch created a multisectoral working group, of a temporary nature, to prepare the proposal for the National Multisectoral Decentralization Policy, being dependent on the Presidency of the Council of Ministers (PCM).
The working group, which will include representatives from the Ministries of Education, Health, Agrarian Development, Housing, Transportation, Commerce, Labor, Economy, Interior, Defense, Culture, Energy, Environment, Production, Women, and Development and Social Inclusion, will be presided over by the Secretary of Decentralization of the PCM.
Additionally, there will be representatives from the PCM's Secretariats for Coordination, Public Management, Government and Digital Transformation, Public Integrity, Social Management and Dialogue, and Demarcation and Territorial Organization along with the National Civil Service Authority (Servir).
Also, it will include participation from the National Network of Women Authorities of Peru, the Association of Municipalities of Peru, the Network of Urban and Rural Municipalities of Peru, and the National Assembly of Regional Governments (ANGR) (Renama).
The working group will have the functions of approving the Work Plan, proposing the National Multisectoral Decentralization Policy, as well as other actions that are considered necessary to fulfill its purpose (Pajuelo, 2022).
It also states that the Technical Secretariat of the Working Group is in charge of the Decentralization Secretariat, which takes on administrative duties and operational coordination for the working group's operation. Furthermore, it establishes that the Technical Secretariat of the Working Group must report regularly and be in charge of maintaining records of all agreements and other generated documentation.
That being said, the resolution explicitly specifies that the work group's validity term will be ten months.
